Board forgives loan on Springfield house
NEW ULM – By a 3-1 vote Tuesday, Brown County commissioners approved a resolution to forgive repayment of an $8,395.28 Minnesota Valley Action Council (MVAC) loan and file a satisfaction so property can be sold.
Commissioner Jim Berg cast the dissenting vote. The Brown County Auditor-Treasurer’s Office received a request from a relative of a deceased homeowner to consider debt forgiveness.
The property, located at 102 Rock St. in Springfield, has an $8,200 estimated market value with $2,500 attributable to the house and $5,700 for the land. The estate has been trying to sell the property. The only offers on the home were from $5,000 to $5,500. A first mortgage is held by F&M Bank, Springfield for $2,000.
The home’s value has deteriorated significantly. The estate sought loan forgiveness so it proceed with the property sale and pay off the mortgage, past due utilities, burial costs and other expenses.
Commissioners unanimously approved:
A low aggregate crushing quote of $85,500 from Hard Rock Screening for 30,000 cubic yards of maintenance gravel.
Hiring Madsen Surveying for 2013 Sigel and Milford Township Re-monumentation projects for $48,865. The project starts Aug. 12 and ends Feb. 28, 2014. There is $25,847.50 available from the 2013 county budget. The remaining $23,017.50 would be paid from the Recorder’s Special Account.
Larrys Kilmer of the Brown County Highway Department said there are 22 corners in the two townships with old or no records at all.
Purchasing a new Chevrolet Caprice Police Pursuit Vehicle for $29,641.55 from Ranger GM, Hibbing, which has the 2013 state contract, to replace an existing squad car with 151,859 miles at the end of June 2013.
Brown County Chief Deputy Jason Seidl said it would take six months to deliver the car that will be built in Australia.
Adoption of the Brown County All-Hazard Mitigation Plan. Federal requirements include updating the plan every five years. The process included public meetings, presentation to each county city council and working with emergency managers and fire chiefs of each county municipality.
A $71,749 payroll system upgrade from Implementation Specialists for the Great Plains payroll system. Brown County Human Resource Director Mike Furth said the new system will save time and money with electronic time cards and a central data location for easier employee account balance requests and report generation.
