Amendment to comprehensive plan considered
NEW ULM – The Planning Commission will hold a public hearing at 4:30 p.m. today to consider amending the City’s Comprehensive Plan to allow industrial land uses in places of medium density residential and high density residential land uses.
Affected properties are located in northeast and northwest quarters and lie south of County State Aid Highway 29.
The property is located in Milford Township and abuts the City limits, thus placing it within the area covered by the City’s Comprehensive Plan.
Brown County has previously zoned the designated property as a Limited Industrial District. The property totals 74.95 acres and contains a single family dwelling and pond. A large portion of the property is farmed.
City staff is recommending approval on the grounds that areas north, west and south of the property are industrial, while the area to the east is business. This zoning classification from the City would allow eligible industrial uses to occupy the property. Because there is access to a railroad, a county highway and adjoining industrial property, the site could support industrial uses.
In other action, a recommendation for approval of a resolution modifying a Tax Increment Financing District on South Minnesota Street is on the agenda.
Last year, Eagle Development proposed a 39-unit senior, rental housing project at 103-119 S. Minnesota St. At that time Eagle Development requested a TIF District to assist in financing. In August 2013 the Planning Commission approved this request and established the district in October 2013.
Minnesota Strasse later replaced Eagle Development as the project developer. Because the site was zoned as a General Business District, a Conditional Use Permit (CUP) was needed to build the apartment complex. A second Conditional Use Permit was approved for this project during the May 6, City Council meeting. The permit allows the apartment building to be moved south towards 2nd South Street.
By approving this recommendation the proposed TIF project would be consistent with the General Development Plans of the City.
The commission meets at 4:30 p.m. in the New Ulm City Hall.
